Four years is too long to wait.
Dear Minister,
On 21 July 2022, 24 Victorian councils lodged the Elevating ESD Targets planning scheme amendment to improve the sustainability of new development across Victoria.
Significant time, expertise and resources have been invested in the amendment – which was designed to urgently address climate change, rising energy costs and the need for homes that are safe, healthy and affordable to run. These challenges have only become more urgent.
We are deeply disappointed that, after four years, we are still waiting for the Amendment to progress to preparation and exhibition.
Victoria has legislated climate targets and communities are facing cost-of-living pressures. Every new building approved today will shape emissions, household costs and climate resilience for decades to come.
CASBE and its member councils have worked together for many years to improve environmentally sustainable development (ESD) outcomes through local ESD policies. We are ready to build on this foundation through the Elevating ESD Targets amendment and support the delivery of more sustainable, affordable and climate-resilient communities across Victoria.
We are not asking for approval of the amendment today. We are asking for a decision that allows it to proceed to preparation and exhibition, where it can be tested through public and stakeholder feedback.
CASBE and its member councils remain committed to working constructively with the Victorian Government to achieve our shared goals of affordable, sustainable and climate-resilient communities.
After four years without a decision, Victorian councils and the communities they represent deserve an answer.
